Frank has no clue how his so called advisers are back-stabbing him. Yesterday, he asked his top military officers of their allegiance to him. Ului and Aziz were the only ethusiastic ones while the others stood their ground and said that it was not about loyalty anymore but how soon he can remove himself from office peacefully to avoid any unnecessary hurt. Driti is said to be the one who is no longer mincing his words with his belief that the RFMF must not sink with Frank. They are trying to avoid a coup within a coup but Frank is buying time still.

As information acting Permanent Secretary, Frank ordered Leweni to say something to the media to dispel the common knowledge of the military’s wishes that he step down while he still has time to do so. Frank was also concerned about the three chiefs visit to the Methodist Church in Suva and needed his mouthpiece to at least say something.

And so Leweni called his blood relative, Sakiusa Bolaira, from Fiji TV, to do a piece for the 6pm news with the condition that he only show clips where he appeared to be talking down at the church and the three chiefs. Leweni was said to have uttered those “F” words again after the shoot but this time, it was directed at Frank, for making him do his dirty work.

Everybody knows that Frank and his regime has been ruling by bluff all this time. Now that the court ruling has confirmed their fluffy bluff, it means that all the fluffs associated with Frank and his regime is not legit either and must be either removed or reverted back to its original state before the 2006 coup.

The abandoned deformed baby charter (by its paternal dada, John Samy) will now have to be abandoned by its god-fathers, Peter Wise and that hollow talker NCBBF media man. It also means that everybody who were appointed by the regime to Boards and management are also illegal and must retreat to which ever hole they came out from. The cabinet decisions, promulgations, compo pay-outs and just about everything sealed with Frank Bainimarama’s illegal regime will have to be reversed. The real Chief Justice will have to be reinstated and everyone else who lost their jobs because of Frank.

The shame-list on our fellow blogger’s site “Solivakasama” is a good starting point which must be updated every so often. Good job Solivakasama!! The international community and others visit these sites for their own black list travel ban and general information updates, therefore, it is prudent that these type of peaceful resistance warfare tactics are presented at their face all the time.

If the book of Daniel is anything to go by, expect strong resistance from Frank but be alert everyone. Be wise as serpents and harmless as doves.

While Frank is squeeling at the corner, the Fijian nationalist Qarase and Frank’s supposed arch enemy is said to be hurting as well.

Sources close to him say that Qarase has already extended a helping hand to his fellow Fijian country-man, Frank Bainimarama in what they are saying, is a private man-to-man, Fijian-to-Fijian ”seek for forgiveness and repentance” kind of talk. In case you don’t know, this is a very rare and unique Fijian thing which you can only find happen in this somewhat endangered 500,000+ species called the indigenous Fijian race.

Frank knows time has run out for him and that he must seek Qarase’s mercy if he is to live. But these sources said the tall gentle giant who has been immersed in his walk with God since his ousting, is now a renewed man who does not wish any harm on Frank or anyone else for that matter. To the contrary, this Qarase dude, these sources said, is actually on a forgive and forget mode and is reverting to low-key personal heart-to-heart talks with his usurper, Frank.

So it wasn’t surprising when Qarase publicly stated that there is no need for a civilian caretaker government and suggested instead that Frank continue as interim Prime Minister but to give ministerial powers to all his Permanent Secretaries to take Fiji to the next election. He was the only one pitching that angle while other political groups and NGOs wanted Frank to step down.

Fiji’s politics is a bloody complicating one indeed. And sure enough, it seems that it is just the Fijians themselves who know best how to solve their own problems with a hug, a kiss, a prayer, a whales tooth, a clap, and washed down with that muddy water for taste …. then all is good. Only in Fiji! Only in Fiji!

It’s another blow to Frank’s camp today with whispers from the legal fraternity that Frank has been quietly informed of Qarase’s win in the much awaited constitutional case that was launched by Qarase against Frank and his regime.

Sources close to the matter say that the military were earlier advised of the outcome by some prominent legal advisers. The military were also told to re-map their way out, without Frank, as it was an outright no-win situation with the captain on board.

Qarase’s win was to be expected anyway since the precedence has been set in November 2000 court ruling and then again by the Appeals Court in March 2001. The judgment declared Frank’s abrogation of the 1997 Constitution in May 31st, 2000 illegal, null and void and in the process made Qarase’s proceeding interim government, nominated by Frank as illegal too.

Frank lost the constitutional case in 2000 and has lost it again in 2008. To make matters worse, he has lost the support of his own military and more importantly, the general public he thought he was doing good for.

Rain is really pouring in bucket loads at Frank’s chaotic world!

Frank has admitted that he lacks the financial know-how to compile a “2009 jump-start revival budget” for Fiji. He is beginning to understand that running a nation ain’t an easy job. It is a bloody taxing and thankless job that greys and ages one very quickly. And we are glad that Frank is kinda humbling himself, seeking assistance from many experienced citizens. But he has to step aside to attract more worthy people.

And Jim AhKoy is the man who has raised his hand to compile the 2009 Fiji revival budget. It is understood that Jim has secured the multi-million dollars aid money from China and will propose some very innovative industries and concepts like ethanol to access this Chinese aid money.

His SVT government little baby, the garment industry, is also expected to be given a new lease of life. Joint venture proposals between local garment manufacturers and those from China is in the pipeline to allow cross-fertilization of skills, ready access markets and so on.

November is only two months out and Jim AhKoy will need all hands on deck to put together this Fiji revival action oriented plan for 2009. And about time too. No more of that “feel good” lullaby kinda worthless documents like baby charter, state of the nation economy report, etc. It’s a bloody waste of time, resources and effort so cut the bullcrap. Thank you!

No more talk the talk. It’s time to walk the talk. It’s also time to get some office armchair hands dirty with real work – Jim knows how to shake the tree so be ready people! Fiji doesn’t need paper-pushers right now. It’s full of it.

Go on Jim! Give all you have left to revive Fiji’s glory!

RFN sources said that prior to Mahendra Chaudhry’s departure, he and Aiyaz Khaiyum were nicely blessed by Leweni with some firery ”F” words.

They said Leweni got frustrated with the way Chaudhry and Khaiyum were blocking the ethanol project proposal from China. Leweni, who was on a short-term diplomatic appointment to China is understood to have seen the impact of the ethanol projects there as a viable one that farmers in Fiji could participate in. His ambassador Jim AhKoy continue to champion the cause from mainland China while Leweni lobbies for it in Fiji.

Now with one down, and one more to go, Leweni is said to be gaining more ground with the ethanol proposal paper. He is really pushing to get Khaiyum out after Frank gave him additional responsibilities as the acting interim Commerce Minister responsible for new investment initiatives like ethanol. But word is that the paper has been approved in principle by the cabinet sub-committee investment, minus Khaiyum’s endorsement. And with Jim AhKoy taking over the Finance Ministry, expect “tapioca” to be the next big thing to happen in Fiji. It will be the buzz word pre and post election.

As the new look civilian government entity begins to take shape, word is that the military is also demanding that all the political hangers-on and failed politicians like New Alliance Party Epeli Ganilau, Filipe Bole, and others, except Lt Col Timoci Lesi, be removed from cabinet.

Also included in the “to go” list is the inexperienced Aiyaz Khaiyum who has been responsible for the many legal blunders and misinformation given to Frank with the help of his outside advisers.

Jiko Luveni and Cokanasiga are also said to be in the list as they are perceived as failed politicians who were rejected by the SDL party in their bid to be considered as potential SDL candidates in the 2006 election.

In a radical move to bring Fiji back to alignment with its own people and the international community, word is buzzing that the military has re-called Jim AhKoy to fill the void that may just be the beginning of the formation for a new civilian caretaker government in Fiji.

Jim is understood to be going to Fiji with his wife soon claiming that he will be taking some Chinese business people and abit of rest and relaxation, however, sources have confirmed that he will be taking over the Ministry of Finance plus other responsibilities that will be announced after the dismal public interest in the charter process becomes apparent to Frank.

It is said that Jim, Frank and the military had reached an agreement on how to move Fiji forward to an early election while at the same time pushing for Frank’s mandate with his clean-up campaign, the Charter and others.

There are suggestions that Frank will remain in cabinet but only on a ceremonial basis. This will effectively put Jim AhKoy in the front seat so to speak but with Frank on his side with his naval water pistol.

Jim AhKoy has nothing to loose. It’s a bittersweet turn of events for him but so long as the usually and overly enthusiastic old man understand that his job is only to manage the national kitty up until the 2009 election and perhaps assist in brokering a pardon for Frank.

Frank’s efforts to try and woe his top military officers to his side is proving futile. Sources from within reported that Frank is now begging some of them to step in to share the load as interim ministers, however, none of them, except Col Aziz Mohammed, has shown interest to do so.

These top military officers are sticking to their demands that Frank step down peacefully. They have told him that supporting his many flopped initiatives will only complicate matters for them. The officers have already disengaged themselves from making public comments in support of Frank’s regime while Frank and his weak cabinet members try to show a united front that is crumbling from the backside.

Frank a loner at the top

August 26, 2008

Being a leader at the top is a very lonely job indeed. And Frank’s public appearance at Suva Civic Center to kick-off charter was a somber occassion broadcasting how lonely and “had-it” he was.

Frank reminded many of one delivering a eulogy with his sad, lost and disturbed face. He was a lonely man, deserted by his friends and confronted by his angry foes.

What was suppose to be a celebration turned into a bad PR nightmare. Defeat, exhaustion, sickness, loss, whitewash and failure enveloped that do, and it was there on television for all to see.

It didn’t have the “umph” to inspire people. Instead, it awakened more dormant feelings of hatred and anger. Frank did not have any passion for what he was saying and it was obvious that he himself did not believe in the over-rated charter.

The event was another stunning flop by that flip flop NCBBF crew, John Samy, Peter Wise, Filimoni Kau and their hopeless staff. It achieved the very opposite of their initial intent. In the real world, this group of baboons would have been kicked out from work for non performance.

The final rejection of baby charter by the people will seal their fate. One can only look forward to the day when their NCBBF investigation file will be called up at the court house.

There are already talks to take John Samy to task when a new democratic government resumes power in Fiji. There are suggestions that Samy, who initially claimed to have provided his brains for free while he was pitching his Charter concept, will be hunted down to pay back every single cent he got from taxpayers $13,000 per month plus interest that Frank paid him. The amount has accumulated to more than $100,000 year todate and still rising.

John Samy also face mounting court cases that will be launched against him personally for his part in engineering an unconstitutional charter and for partaking in Frank’s illegitimate regime.

There are also revelations today that New Zealand is zeroing down on him personally with plans to freeze his personal assets in what is labelled as money obtained by extortion – the main reason why he had to disappear so suddenly , even missing the public launch of his baby charter. John Samy scruffled back to Auckland hurriedly to try and salvage whatever he can.

The once respected man is now treated like a criminal in his adopted country, New Zealand with authorities watching his every move. John has made a very bad choice he will live to regret for the rest of his life. He has been ostracized at the regional, commonwealth and global circles and has damaged his own reputation with his well hidden vindictive heart.

The Christian island nation of Fiji is often referred to as an island full of God-fearing people. And they literally are. What’s happening in their country today is putting their faith to a huge test and they have not buckled – at least not just yet!

They seem to have matured greatly over the past four coups since its first one in 1987 and we have always wondered how these great people are able to cope with their daily battle for freedom since December 2006.

The answer ,it seems, lies in their faith and their spiritual daily walk with Christ. We have uncovered below an old biblical event found in the book of Daniel, chapter 11, verses 20 – 40 which we are told is giving these Fijian people hope.

The emblamatic parallelism between the events foretold in the books of Daniel and what is unfolding before their very eyes is too symbolic to ignore. You will be astonished by it as we have been.

And we quote ……

…His successor will send out a tax collector to oppress the people with taxes in order to increase the wealth of his kingdom, yet he will be destroyed not in anger or in battle… (Mahendra Chaudhry?)

He will be succeeded by an evil man who has no right to be king of Syria (Frank?), but he will come unexpectedly and seize power by trickery. Anyone who opposes him, even God’s High Priest, will be swept away and wiped out.

By making treaties (false promises to the Forum?), he will deceive other nations (international community?) and he will grow stronger and stronger, even though he rules only a small nation (Fiji Island?).

He will invade a wealthy province (Fijian Holdings Limited?) and will do things that none of his ancestors ever did (Frank’s dismantling of Fijian Institutions like the Great Council of Chiefs etc?).

Then he will divide among his followers the goods and property he has captured in war (pay-back to Frank’s supporters?).

He will make plans to attack fortresses, but his time will soon run out.

He will boldly raise a large army to attack the king of Egypt (GCC/Fijian Administration?), who will prepare to fight back with a huge and powerful army (indigenous Fijian power base).

But the king of Egypt will be deceived and will not be successful. His closest advisers will ruin him (GCC members who defected to support Frank?). Many of his (GCC/Fijian Administration?) soldiers (14 provincial councils?) will be killed, and his army will be wiped out (GCC today?).

Then the two kings (Frank and GCC?) will sit down to eat at the same table but their motives will be evil, and they will lie to each other (on who should be the next President of Fiji?).

They will not get what they want, because the time for it has not yet come.

The king of Syria (Frank) will return home with all the loot he has captured, determined to destroy the religion of God’s people (destroy everything Fijian?).

He will do as he pleases and then return to his own land.

Later on he will invade Eygpt (GCC Review Commitee led by Nawalowalo?) again, but this time things will turn out differently.

The Romans will come in ships and oppose him, and he will be frightened.

Then he will turn back in a rage and try to destroy the religion of God’s people (Methodist Church?).

He will follow the advice of those who have abandoned that religion (Methodist Church expelled member Tevi who is a NCBBF committee member?).

Some of his soldiers will desecrate the Temple. They will stop the daily sacrifices and set up the Awful Horror (beefing up of police presence at the recent Methodist Church conference?).

By deceit the king will win the support of those who have abandoned their religion, but those who follow God will fight back.

Wise leaders of the people will share their wisdom with many others (old-hand military officers advising the military to avoid bloodshed at all cost but to take back power in a peaceful manner by asking Frank to step down/ could be political leaders, media, bloggers?).

But for a while some of them will be killed in battle or be burnt to death, and some will be robbed and made prisoners (hauling of innocent people, media personnel to police stations?).

While the killing is going on, God’s people will receive a little help, even though many who join them will do so for selfish reasons (international community?).

Some of those wise leaders will be killed, but as a result of this the people will be purified.

This will continue until the end comes, the time that God has set.

The king of Syria (Frank) will do as he pleases. he will boast that he is greater than any god, superior even to the Supreme God. He will be able to do this until the time when God punishes him. God will do exactly what he has planned.

The king (Frank) will ignore the god his ancestors served. and also the god that women love. In fact, he will ignore every god, becuase he will think he is greater than any of them.

Instead, he will honor the god who protects fortresses (Bai-ni-marama?). He will offer gold, silver, jewels and other rich gifts to a god his ancestors never worshipped.

To defend his fortresses, he will use people who worship a foreign god.

He will give great honour to those who accept him as ruler, put them into high offices, and give them land as reward.

When the king of Syria’s (Frank) final hour has almost come, the king of Egypt (GCC/Fijian administration?) will attack him, and the king of Syria will fight back with all his power, using chariots, horses, and many ships (different types of vessels/excuses used by Frank to prolong his rulership like the charter, clean-up campaign, international community not cooperating, changes to the constitution etc, etc?)

He will invade many countries (provinces Fiji wide?) like the waters of a flood (charter awareness program throughout Fiji?).

He will even evade the Promised Land and kill tens of thousands, but the country of Edom, Moab, and what is left of Ammon will escape (some people will be converted by the charter awareness program, while some provinces will not allow them into their turf?). When he invades all those countries ( how Frank is putting the integrity of the Forum to a test?), even Egypt (GCC/Fijian Institution/Fiji?) will not be spared.

He will take away Egypt’s hidden treasures of gold and silver and its other prized possessions. He will conquer Libya and Sudan (Frank as a self-imposed President, Prime Minister, ruler of Fiji who has the sole power to control the sovereignty of Fiji and everything above, below and on it?)

Then news that comes from the east and the north will frighten him and he will fight furiously, killing many people.

He will even set up his huge royal tents between the sea and the mountain on which the Temple stands (President’s house by the seafront and the Domain hills and next to the new GCC building?).

But he will die, with no one there to help him (hmmmm!)

You decide!

Frank Bainimarama’s grand plan is to continue to fool Fiji and her people to his last remaining days. And that is exactly what he has been doing all along and is continuing to do with the public awareness launch of Charter a few hours ago.

His game is to drag people in into something quite useless that will only end up consuming everyones precious time but will keep them distracted from his real motives.

The guy is not interested whether the Charter will be adopted by the people or not. He will implement it anyway and whatever way. What people must understand is that the guy is simply trying to buy time while the military awaits the perfect time to pounce. So instead of spending the next six weeks chasing after the success or otherwise of the Charter awareness team, ask Frank whether he is already planning to poison his rubberstamp President.

If the President chokes on his food today, what will happen? Will it bring another constitutional dilemna? Of course it will! Frank will naturally want to anoint himself to the position, while the people of Fiji continue to chase the deluded charter. It’s a possible scenario that will be the perfect doorway to the natural abrogation of Fiji’s Constitution and the subsequent declaration of Frank’s own martial law.

But will it prompt the military to act without the Frank factor? Leave the mongrel baby alone. She will die a natural death. Concentrate in taking down the host of that destructive lady’s fortress in Frank Bai-ni-marama. Things will become clearer after that.

A food for thought!

The sperm donor resulting in the birthing of that deformed mongrel baby Charter has rejected his own baby. He has run away from his own responsibility and has banished himself behind closed doors at his Auckland home.

Action speaks louder than words which brings us to the question as to why exactly did John Samy run away from the launching of Charter to the people of Fiji? There is a moral saying that reads, “The wicked run when no one is chasing, but an honest person is as brave as a lion.” Do we have to say more!

The moral saying goes on to say, “When a nation sins, it will have one ruler after another. But a nation will be strong and endure when it has intelligent sensible leaders. A ruler who oppresses the poor is like a driving rain that leaves no crops. Those who forsake the law praise the wicked but those who keep the law resist them.”

Sounds familiar, doesn’t it!

Peter and John are said to be hecticly organising some last minute crowd to fill up the chairs at Suva’s Civic Center before the 6pm charter launch by coup-maker, Frank Bainimarama.

Insiders said those who will be in attendance are mostly the NCBBF and the charter secretariat staff. They said Peter has gone out of his way to organise bus loads of paid villagers from nearby settlements to give their launch a balanced grass-root and middle class type of mix. Peter wannabee Wise has reverted to some real desperate electioneering moves as he tries in vain to attract the crowd that is just not there to support baby charter.

The last thing Peter and John want is empty rows of seats that will only serve to confirm charter’s loathed existence.

Word from the FHL corridors is that Sereana Qoro’s two children have returned to Fiji after they were alienated by the strict immigration rules by the Australian government, in line with the stern action by other members of the international community.

It is understood that her daughter is now employed by the accounting firm PricewaterHouse Coopers in Suva. But concerns have been raised about her appointment to PWC and it is believed that the Institute of Accountants in Fiji was approached to explain if there has been any breach in transperancy and good corporate governance over the appointment.

These concerns have come to light after revelations that PWC is FHL’s external auditor which makes the appointment of the FHL boss’s daughter to the accounting firm questionable. It is also understood that the appointment contradicts the independence of PWC’s partners from trying to leverage their FHL audit contract against Sereana Qoro’s daughter’s appointment.

On another note, FHL Chairman, Isoa Kaloimar’s two children who were studying in Christchurch, New Zealand, are believed to be back in Fiji, again due to their father’s involvement with Frank’s coup.

The Fijian Resort owner’s rep and librarian graduate, Radike Qereqeretabua likes to be referred to as the most richest indigenous Fijian in the country. And he could very well be sitting in the Top 10 Richest Native Fijian list apart from some well paid rugby boys in overseas clubs. And good for him too! Fiji actually need many financially independent Fijians like Radike to fight their cause.

This guy is also well known for his somewhat “out of this world” letters to the editor contribution with his hiforlutant Queens English language that never seem to connect with many. This is the same guy who gave thousands of dollars to Frank , along with some well known hotel operators, to quash the unpopular SDL/FLP multi-party Qoliqoli Bill. He was one of Frank’s main supporters which has seen his appointment to the FHL Board as recommended by its coup-lady boss, Sereana Qoro.

Now, it has been revealed that Radiqe Qereqeretabua had issued orders to the Fijian Hotel management not to allow the ousted Prime Minister, Laisenia Qarase, access to the hotel property, soon after the coup of 2006. Well placed sources said that Qarase, during his mercy dash to his island in Lau, was first taken to the Fijian Hotel prior to his early morning flight to Vanuabalavu on board the Air Fiji plane organised by its CEO who is a known SDL supporter.

These sources said that Radike gave his “You are not welcomed here Qarase” notice when Qarase’s aides advised the hotel of their plans to book a room for a few hours. Radike directed his mostly expatriate management team to turn away Qarase’s entourage as he was a political risk to other guests, however, these expatriates scowled him for wanting to discriminate the democratically elected Prime Minister of Fiji. They disregarded Qereqeretabua’s directive and welcomed Qarase anyway to their Fijian Hotel.

Not so long ago, this same hotelier was condemning Frank’s coup for destroying his dreams to complete his up-market resort built at his Kadavu island, a project which is now stalling with Qereqeretabua’s failure to convince offshore investors to do a joint venture with him. But he has become quiet after his FHL Board appointment and who knows, he might be convincing Sereana Qoro to get FHL to partner with him on that island resort venture in lieu of the FHL shares he holds as a private investor.

The man many people just love to hate, Mr ahhh Leweni, is out-performing the interim Minister for Foreign Affairs, Epeli Nailatikau, in his own game, and in the process has pushed the “bad boy” sash to Nailatikau to wear with his no-brainer, unconvincing childish blurbs on New Zealand and Australia.

Leweni gave a matured and stunning performance when asked about New Zealand and Australia’s SOS plan to evacuate their citizens in Fiji if things do deteriorate. Nailatikau on the other hand became the despised felon as he continues to fight for his illegal job.

One can only hope that Leweni will continue on with his new diplomatic and Frank-detached manners that might just win him more public sympathy and his pardon.

Call it the Fijian way of doing things or whatever you wanna name it. But the obvious has happened with the military, excluding Frank, seeking forgiveness and direction from the Prime Minister they ousted, Laisenia Qarase.

And sources are saying that Qarase, a quiet worshipper, is spending alot of time fasting and praying for God’s wisdom on how to handle what is before him. It is said that he has already forgiven the mostly indigenous Fijian soldiers for his heavy-handed removal in December 5th, 2006 and will most likely fight for the pardoning of the military, just like he did for the 2000 coup perpetrators and political partners in Ratu Naiqama, Ratu Inoke Takiveikata, Ratu Seniloli and others.

These sources went on to say that deep down inside, Qarase is a Fijian traditionalist who will go out of his way to save his mis-led indigenous Fijian flock, even if it makes him unpopular. This is what he has shown all along during his reign and something the military is hoping he will continue to uphold to save them all from the slammer.

Some political commentators also said that this is the right time for Qarase to take on his role as a savior for these military officers and to regain his political power, not with another coup but through the ballot box by influencing the military to demand a speedy return to democracy.

Word from within is that the military has completely lost faith on its Commander and the Peoples Charter that was suppose to guarantee their immunity. Most of them are not afraid to speak about it openly with some vying to use their experience as a testimonial to rebuke Frank and his leeches. These sources said they have decided to join the “say it like it is” anti-Frank pocket groups and individuals on the day of the Charter’s public consultation 6pm launch by Frank.

But the military has been doing their own consultation too with certain law-abiding and high profile legal eagles on the best way out for them. Unlike the charter, the military did not require public’s endorsement to conclude that their boss, Frank, the rubber stamp President and the Charter can not save them from the treasonous act they had committed as ordered to them by their Commander.

They know they can not be saved under the “we were just following our superior’s orders” excuse either, prompting them to disssociate themselves from Frank, the Charter scheme, Fiji’s no-show at Niue, the upcoming economic summit, and the like. They understand they must work with the very people they had barbarically tortured and abused for their own public forgiveness. Forgiveness that can translate to their immunity.

According to one of them, Frank had specifically told them that the Charter will ensure that they remain in power for “50 years” if they wanted it. He also told them that high level advice has been sought from constitutional experts through Aiyaz Khaiyum’s Hong Kong, Australia, New Zealand and Britain connection and that these professionals also believed in their cause prompting them to provide their services on gratis.

But the source said it was disapointing to see that these legal advisers did not come for free but instead, they were handsomely and quietly paid by Khaiyum from his interim AG budget. He claimed that Khaiyum is also redirecting some funds available to his other interim ministerial portfolio to pay these expensive and misleading faceless international advicers.

Military sources have also confirmed that soldiers will not be involved in the government machinery tasked to execute the Charter awareness and outreach programme as alluded to by the NCBBF point-scoring unwise Peter Wise.
